The applicant of a franchise must provide notice of such application, stating the object of such franchise, at least thirty (30) days prior to the time when it is to be acted upon by the governing body. Notice of such application shall be given by publication thereof as a Class II legal advertisement in compliance with the provisions of WV Code, article three, chapter fifty-nine, for the Star City publication area. Proof of publication must be presented to the Town Clerk and filed with the Town Recorder before the application will be presented to the governing body for consideration. (Passed 7-25-17.)
