137.03 POWERS AND DUTIES.
   (a)   Generally. The attorney shall give legal opinions, attend its meetings when required by Council and give legal advice when required by the officers of the Town in relation to their respective duties; draft all ordinances, contracts and other legal papers required by Council, or any member thereof, relating to Town business; and when he learns of the bringing of any suit against the Town, report that fact to Council at its first meeting thereafter. All of such duties and services (except in case of the general revision of the ordinances of the Town) and all other duties and services as set out in the following subsections shall be rendered by him in consideration of his regular salary as established or as may be established by Council.
 
   (b)   Litigation. The Attorney shall control and manage for the Town all litigation to which it is a party and defend all suits brought against the Town without additional compensation; except, that in municipal court cases which do not involve important legal questions he shall not be required to appear, except upon special request of the Mayor. He shall also, upon the requirement of Council or any of its members or any of the parties above mentioned, examine records and investigate titles, and shall also when necessary inquire into legal questions which are submitted to him. All additional counsel, if any, must be and shall be approved and paid by Council.
 
   (c)   Council Privileges. The attorney shall have the same privilege at meetings as if he were a member of Council; except, that he shall not be entitled to vote. In addition to the duties herein enumerated, the attorney shall perform such other reasonable duties as may be imposed upon him by the ordinances of the Town or Council.
