To promote and protect the public health, safety, and welfare of the city and its residents, it may be necessary during periods of drought or unusual water use for the City Council to declare the existence of an emergency with respect to the use of city water and to provide for restricted use. The City Council will sit as an Emergency Water Supply Board, which may declare the existence of the emergencies as, and when, it may be necessary to impose and enforce water use restrictions.
