The legislature of the state has in M.S. Chapter 103F and M.S. Chapter 462, as they may be amended from time to time, delegated the responsibility to local government units to adopt regulations designed to minimize flood losses. The purpose of this chapter is to minimize potential losses due to periodic flooding, including loss of life, loss of property, health, and safety hazards, disruption of commerce and governmental services, extraordinary public expenditures for flood protection and relief, and impairment of the tax base, all of which adversely affect the public health, safety, and general welfare, and to establish eligibility in the National Flood Insurance Program and in order to do so, the city must meet the requirements of 44 C.F.R. § 60.3(a).
