Delinquent account balances greater than $50 and at least two quarters past due will be certified to the taxpayer of record for the real property, including rental property of any type by November 30 of each year, or such earlier date as may be required by the applicable county. Accounts significantly exceeding either of these criterias are considered at-risk and are subject to early certification or water shut-off at the city’s directions.
