(A) The purpose of this chapter is to protect the public health, safety, and general welfare. These general objectives include, among others, the following:
(1) Protect the character and stability of residential areas within the city;
(2) Correct and prevent housing conditions likely to adversely affect the well-being of persons occupying dwellings within the city;
(3) Provide minimum standards for cooling, heating, sanitary equipment, light, and ventilation; and
(4) Prevent the overcrowding, skims, and blight, and preserve the value of land and buildings.
(B) It is not the intention of the city to intrude upon the contractual relationship between tenant and landlord, to intervene as an advocate of either party, to act as an arbiter, or to deal with complaints covered by this chapter.
