Every hearing will be preceded by at least ten days’ notice by publication and by mailed notice to all persons entitled to mailed notice by law. Notices of a hearing to consider a rezoning, PUD approval, conditional use permit, permit for relocation of a building or variance will be mailed at least ten days before the hearing to the owner of the affected property and to the owners of all properties within 350 feet of the affected property. The notice will state the time, place, and purpose of the hearing. Failure to give notice of defects in the notice procedure will not invalidate the proceedings if a good faith effort has been made to comply with this section.
