The City Manager or designee may without notice and in the manner as the City Manager or designee deems necessary in the public interest, dispose summarily of any property coming into the City Manager’s or designee’s possession which the City Manager or designee determines to be dangerous or perishable. The City Manager or designee will maintain a record of the pertinent facts with respect to the receipt and disposal of any such property.
