No person may keep or harbor in any place within the city, except in a licensed kennel, more than two dogs over the age of six months. Any premises which are kept and maintained for the business of selling, boarding, breeding, showing, or treating dogs, and any place where more than two dogs over the age of six months are habitually kept, is deemed to be a KENNEL. No premises may be kept or maintained as a kennel without a kennel license issued by the city after payment of the license fee set forth in Chapter 33.
