It shall be unlawful for any person to inhabit any tent, tepee, yurt, or other fabric covered or nonpermanent shelter or structure within the City, except as otherwise specifically provided by this Code. It shall also be unlawful for any person to inhabit any permanent structure which is not equipped with functional plumbing and functional septic or sewer service within the City, except as otherwise specifically provided by this Code. It shall further be unlawful for any owner or occupier of property within the City to suffer or permit any such habitation on property within the City, except as otherwise specifically provided by this Code.
