If any owner, agent or person neglects, fails, or refuses to comply with the requirements of such notice within the time specified in section 8.12.040 of this chapter, the designated city law enforcement officer, shall immediately cause the same to be abated in the manner directed in the notice and such abatement shall be at the cost of, and such costs shall be collected from, the owner or author thereof; and for the purposes of abating such nuisance, the designated city law enforcement officer and his agents are authorized to enter in and upon in the daytime any lot, house, store, or any building or premises within the city.
