1.16.010: LEGISLATIVE PURPOSE:
The purpose for establishing an area of city impact is to identify a logical fringe area adjoining the city. The fringe area is realizing, or will realize, growth and development pressures or changes in land use that must be planned and managed in an orderly fashion ensuring the provision of potential public services, public safety services, community facilities, cemetery facilities, airport facilities, to promote land use compatibility, street networks, traffic flow objectives and to guarantee that the city will not cease to be what it is, while taking advantage of new opportunities. The city is a planning anomaly; the city is completely surrounded by lands either owned or controlled by the United States of America through the Sawtooth national recreation area (SNRA), which was created by congress in 1972. Pursuant to PL 92-400, the SNRA has purchased scenic easements on private lands outside the city boundary which preclude specified development on those lands. The city shall continue to exercise the right of determining her own destiny. The area of city impact recognizes trade area, geographic factors and the potential delivery of public services as being associated with the city and comprised of areas that may reasonably be annexed to the city in the near and distant future.
