"Kennel" shall be defined as an establishment wherein any person owns, boards, breeds, buys, lets for hire, trains or sells small animals. The harboring of four (4) or more small animals shall be determined to be operating a kennel for the purposes of this chapter. A small animal litter may be harbored for a period not to exceed six (6) months, at which time, said litter will be deemed adult without a kennel license permit. (Ord. 172, 10-11-2006)
