The purpose of this chapter shall be to protect the health, safety and welfare of residents of the city and to protect its citizens from crime by means of regulation of vendors, peddlers, solicitors, and temporary merchants.
The regulations contained in this chapter are not intended to prohibit or hamper speech which is protected by the first amendment, but merely to regulate specific activities which are commercial in nature. (Ord. 126, 5-7-1997)
