No holder of a city license shall dispense liquor under the license except in accordance with the state law in such cases made and provided. There shall be but three (3) liquor licenses issued until the city has a population of four thousand five hundred (4,500) persons as shown by the official census; thereafter an additional license may be issued for each additional one thousand five hundred (1,500) persons or any fraction thereof.
