The regulations and zoning restrictions set forth in this title are for the purpose of promoting the health, safety, morals and general welfare of the inhabitants, present and future and of the taxpayers and visitors of the city, by the orderly development of the city, beneficial uses of land, and preservation of the environment of residential and commercial areas and the unique, scenic, natural, historic and rustic western character of the city.
