The city may, from time to time, prescribe rules and regulations to govern, regulate and enforce the provisions of section 13.04.010 of this chapter, including, but without limitation, the fixing of penalties for the failure to so connect, and entering into agreements with any other public corporation or political subdivision of the state, county, or any agency or instrumentality thereof, necessary or desirable to effect the provisions hereof.
