13.04.010: COMPULSORY CONNECTION:
The owners of all habitable and commercial property within the city of Stanley, Idaho, and within the corporate limits and area of impact of said city defined in the city's comprehensive plan, now or hereafter established, any boundary of such property being within the city limits of Stanley or within the designated area of impact of the city limits of Stanley, shall connect such property to a sewer service line without expense to the city within thirty (30) days from the date of publication hereof, within thirty (30) days of accessibility to sewer connection, or within thirty (30) days of the completion of a new habitable and/or commercial property. Should the thirty (30) day time limit fall after November 15 of any given year, the required connection shall be installed no later than May 30 of the following year. No owner of habitable property shall be required to cross state or federal highway for required sewer connection. No owner of habitable property is exempt from mandatory connection within stated boundaries. This section does not invalidate the necessity for compulsory connection for any structures, owners, previously inhabited dwellings with private sewer or the transfer of bare ground for future development within the stated area.
