§ 111.15  SOLICITING CONTRIBUTIONS.
   (A)   KRS 189.570(21) prohibits any person from standing on a road right-of-way for the purpose of soliciting contributions unless such soliciting is designated by the presence of traffic control device or warning signal or an emergency vehicle or public safety vehicle, as defined in KRS 189.910, making use of the flashing, rotating, or oscillating lights on such devices or vehicles.
   (B)   In addition to KRS 189.570(21), as are stated herein, in the interest of public safety and welfare of the city, does hereby further regulate the solicitation of monetary contributions being made on streets, alleys, roads, and rights-of-way within the city as follows. No solicitation of monetary contributions by any person, group, or organization shall be allowed upon any city street, alley, road, or right-of-way within the city limits.
