§ 111.01  STREET VENDORS.
   (A)   It is necessary to have on file the name and address of owner, a business license, and proof of other necessary license and health permits are needed and are to be kept in the public file at City Hall.
   (B)   No vendor shall be permitted to operate in the following areas of public space:
      (1)   Within eight feet of any street intersection or pedestrian crosswalk;
      (2)   Within eight feet of any driveway, loading zone, or bus stop;
      (3)   Within 75 feet of another licensed vendor on a public sidewalk;
      (4)   Within 12 feet of any building entrances or exits;
      (5)   Within ten feet of any fire hydrant or fire hydrant escape; and
      (6)   Within eight feet of any handicapped parking space or handicapped access ramp designated for persons with disabilities.
   (C)   These restrictions are deemed necessary to keep the public safe by not allowing the interference of traffic, fire protection, the mobility of handicapped citizens, and the like.
   (D)   These restrictions will not be in effect during a festival during which the street is closed.
