Facilities, including all buildings and vehicles, owned or operated by the city, shall constitute public places as defined in § 40.35 and shall be governed by this section. In addition to penalties established by this section, a violation of this policy by a city employee on or in city property will be cause for disciplinary measures against such employee by supervisory personnel under employ policies and procedures.
