§ 39.23  ABSENTEEISM.
   No City Council member, board member, or committee member of the city or a city agency who is elected or appointed to a position necessitating attendance at City Council meetings, board meetings, or committee meetings shall miss more than one-third of such regularly scheduled meetings in a 12-month period. Any Council member, Board member, or Committee member who misses more than one- third of such regularly scheduled meetings in a 12-month period shall be considered neglectful of the position, and upon complaint to the city’s Board of Ethics, and a finding by said Board of such degree of absenteeism, such violation shall be grounds for removal from office or employment with the city in accordance with any applicable provisions of state law and ordinances, rules, or regulations of the city.
