The Town Manager may approve an intersection and roadway improvement reimbursement agreement with private developers and property owners for the construction of infrastructure that is included in the town’s Capital Improvement Plan and serves the developer or property owner. The entity completing the work under the reimbursement agreement must solicit bids in accordance with G.S. Ch. 143, Art. 8 when awarding contracts for work that would have required competitive bidding if the contract had been awarded by the town. The agreement shall come before the Town Council for approval.
