§ 32.12 CITIZEN-LED COMMITTEES.
   (A)   Membership. Each Citizen-Led Committee shall consist of a varied number of citizen members as outlined below for the respective committee and at least one Council Member.
   (B)   Membership terms. Two years; no term limit.
   (C)   Officers. Each Citizen-Led Committee shall elect a citizen Chairman and citizen/Council Member Vice-Chairman during its first regular meeting of a new calendar year or at the next regular meeting following the vacancy of the Chairman or Vice-Chairman.
   (D)   Historical Committee.
      (1)   Purpose/objective.
         (a)   Preserve town properties and artifacts;
         (b)   Designate historical town landmarks;
         (c)   Educate the community on the town's history;
         (d)   Collect oral histories on interesting stories about the town and its people;
         (e)   Support other historical needs as required.
   (E)   Community Committee.
      (1)   Purpose/objective. Volunteer and assist in the following areas regarding community events, public awareness, and other general volunteer needs.
         (a)   Parks and recreation.
            1.   Become familiar with and help educate the public on the Stallings Parks and Recreation System, Programs, and Greenways;
            2.   Assist with Stallings Fest and other park events;
            3.   Suggest events and/or programs for the Department.
         (b)   Police education and support.
            1.   Become familiar with and help educate the public on the Stallings Police Department Services;
            2.   Assist with Police Department events such as National Night Out and the Back to School Bash;
            3.   Support other public safety needs as appropriate.
      (2)   Membership. Stallings Community Committee shall consist of eight citizen members (one Chair, two Vice-Chairs, and five members), two Council member liaisons, the Parks and Recreation Director or designee, and the Police Chief or designee.
      (3)   Officers. The Stallings Community Committee shall elect a citizen Chairman and two citizen Vice-Chairmans, one for each focus area (Parks and Recreation and Police), during its first regular meeting of a new calendar year or at the next regular meeting following the vacancy of the Chairman or a Vice-Chairman.
   (F)   Stormwater and Infrastructure Committee.
      (1)   Purpose/objective. To ensure the town maintains compliance with the National Pollutant Discharge Elimination System (NPDES Municipal Separate Storm Sewer System (MS4)) Permit issued by the North Carolina Department of Environmental Quality (NCDEQ), as mandated by the by the 1972 Clean Water Act created by United States Environmental Protection Agency, by providing a mechanism for Council and public involvement relating to stormwater issues and the stormwater program. Additionally, provide a mechanism for Council and public involvement in general infrastructure planning and projects occurring throughout the town.
         (a)   Stormwater.
            1.   Become familiar with and help educate the public on the town NPDES MS4 Permit.
            2.   Volunteer at Stallings Fest and other town events that help the town meet its NPDES MS4 Permit requirements.
            3.   As-needed, resolve resident stormwater appeals, in accordance with the Development Ordinance (adopted February 26, 2018) and the town’s Stormwater Policy (adopted June 25, 2015).
            4.   Recommend any stormwater ordinance/policy change(s) to Council.
         (b)   General town-related infrastructure (roadways, sidewalks, and the like.)
            1.   Become familiar with and educate the public on the town’s infrastructure priorities and projects.
            2.   Infrastructure planning assistance.
               a.   Recommend to Council or Council members of SIC to coordinate with appropriate entities (developers, government agencies, surrounding jurisdictions, residents, and the like) to ensure the town’s infrastructure priorities are sufficiently met as relative infrastructure improvement projects occur.
               b.   Volunteer for and/or attend town-related infrastructure planning events.
               c.   Provide Council guidance on infrastructure planning decisions.
            3.   Recommend any infrastructure ordinance/policy changes to Council.
      (2)   Membership. Stormwater and Infrastructure Committee shall consist of up to two Council members and five citizen members (one Chair and one Vice-Chair).
      (3)   Officers. The Stormwater and Infrastructure Committee shall elect a citizen Chairman and a citizen Vice-Chairman during its first regular meeting of the committee or at the next regular meeting following the vacancy of the Chairman or a Vice-Chairman.
