§ 31.21 IN CASE OF ABSENCE OR DISABILITY OF MAYOR.
   In case of the absence or disability of the Mayor, the Mayor Pro Tem, or such other person as may be designated by the Town Council, shall have and exercise all of the powers herein given the Mayor.
