(A) It shall be unlawful for any person, other than governmental employees in the performance of their duty, to possess any noxious substance on town property with the intent to use the noxious substance to interfere with a lawful assembly or to interfere with emergency services or to interfere with a person's right of entry or right to leave a place.
(B) It shall be unlawful for any person on town property, other than governmental employees in the performance of their duty, to throw, emit, or cause to be used as a projectile, or otherwise disperse any noxious substance.
