§ 30.02 DUTIES AND POWERS OF MAYOR.
   (A)   The powers and duties of the Mayor shall be only those powers and duties as specifically conferred by law and no other powers and duties.
   (B)   Specifically, the Mayor shall have the powers and duties as follows:
      (1)   Be recognized as the official head of the town for purpose of service of civil process, and for all ceremonial purposes, as statutorily mandated by G.S. § 160A-67.
      (2)   Fulfill the annexation recordation duties statutorily mandated by G.S. §§ 160A-29, 160A-39, and 160A-51.
      (3)   Preside at all Council meetings following the Rules of Procedure adopted by the Council as statutorily mandated by G.S. § 160A-71(c).
      (4)   To call a special meeting as statutorily permitted by G.S. § 160A-71, if all notice requirements as stated in the statute are met.
      (5)   To carry out any plan of government as statutorily mandated by G.S. § 160A-108.
      (6)   Shall be entitled to vote on matters before the Council only if necessary to break a tie as mandated by Section 4 of the Town Charter. (Amending Ordinance passed April 1, 1977)
      (7)   Shall be authorized as an alternate signer of checks on accounts on behalf of the town. (Motion passed January 23, 2006)
      (8)   To administer oaths as statutorily permitted by G.S. § 11-7.1(5).
      (9)   Be the spokesperson for the Town Council/town when authorized by the Town Council; otherwise any opinion expressed by the Mayor, which is not authorized by the Town Council, is the Mayor's own opinion for which the Mayor is solely responsible.
      (10)   Shall have the duty to vote as directed by the Town Council, on all committees for which the Mayor serves as the delegate of the town.
      (11)   When authorized by the Town Council shall have the power to sign all contracts, resolutions, ordinances, or any other document on behalf of the town.
   (C)   The Town Council has not given to the Mayor any other power or duty, including but not limited to the power to give direction to town employees, independent contractors, or any other persons or entities subject to the regulatory authority of the town.
   (D)   This section supersedes all previous Council actions regarding the power and duties of the Mayor.
