The Town Council shall have the authority to grant a certificate as applied for, or to grant a certificate to the applicant for a lesser number of vehicles than specified in the application, or to deny the application, in the exercise of sound discretion after a consideration of the factors prescribed herein. The Town Council may attach to the exercise of the rights granted by the certificate any terms and conditions as in their judgment the public convenience and necessity may require. If an application is denied, the applicant must file a new application in order to be considered for the next calendar year.
