(A) The permit of any driver shall become void and shall be surrendered by him or her, upon his or her conviction or plea of guilty or nolo contendere, in any court in this state or any other state on a charge of any offense involving moral turpitude.
(B) The Town Council shall have the authority, after a hearing as it shall prescribe, upon not less than five-days' notice, to revoke the permit of any driver under this chapter for the following causes:
(1) Repeated violation of traffic and safety laws and ordinances, and other ordinances relating to the operation of taxicabs within the limits of the town, whether convicted thereof or charged therewith in any criminal court;
(2) Failure to report to the law enforcement authority any accident in which the driver is involved, however slight;
(3) Operation of a taxicab known to the driver not to be in good order and repair;
(4) Dangerous and reckless driving by the driver at any time while engaged in the operation of a taxicab within the limits of the town under circumstances as in the opinion of the Town Council, shall constitute reckless and indifferent disregard of the rules of traffic and the safety of passengers in the taxicab or of persons or property within the limits of the town;
(5) Operation of a taxicab in furtherance of criminal behavior of the passengers, including, but not limited to, prostitution and drug trafficking, when the driver knew or should have known the passenger was using the taxicab for criminal activity;
(6) Overcharging the rates prescribed by this chapter;
(7) Making a material, false statement in the application for a taxicab driver's permit, knowing it to be false; and/or
(8) Committing other violations on a repeated basis specified as follows:
(a) Transporting more than two passengers in the front seat or more than four passengers in the rear seat at the same time;
(b) Failing, refusing or neglecting to surrender any property left in a taxicab by a passenger to the owner, who is required to report the same to the law enforcement authority within 24 hours thereafter;
(c) Failing, refusing or neglecting to proceed with all reasonable dispatch by the nearest practicable route to the destination of the first person applying to him or her for transportation unless the person has granted permission to take on or wait for additional passengers;
(d) Failing, refusing or neglecting to keep the taxicab he or she is driving clean, sufficiently ventilated, and efficiently lighted at night so as to provide ample light for passengers entering or leaving the taxicab; and/or
(e) Violating other provisions of this chapter.
