(A) Before any person shall drive a taxicab within the limits of the town, he or she shall make written application to the Senior County Sheriff’s Deputy assigned to the town for a driver's permit under this chapter, which application shall give the following information about the applicant:
(1) Age, social security number, driver's permit number, home address;
(2) Any previous employment history as a driver or operator, in any jurisdiction; any information about previous permits or certificates of convenience and necessity held, and any revocations, suspensions or other disciplinary actions pertaining thereto;
(3) Whether he or she is in sound physical condition, including hearing and eyesight; whether or not he or she uses intoxicating liquors, drugs or narcotics; and
(4) Whether or not he or she has ever been convicted of or has pleaded guilty or nolo contendere to the violation of any town, county, state, federal or other criminal law or traffic offense, and if so the number of times and kinds of offenses, and any other information as the Town Council may require.
(B) The applicant shall also appear in person at the County Sheriff’s Department or any other location as the Senior Deputy shall direct and have his or her fingerprints taken, which fingerprints shall constitute a part of his or her application.
(C) Applicants must be at least 18 years of age.
(D) A person is ineligible to apply for a taxicab driver's permit for one year following the date of any revocation or suspension of 60 days or more of his or her driver's permit for convictions of moving violations, and for two years following the date of conviction for driving under the influence of alcohol or drugs, or a substantially equivalent statute.
(E) The application shall be submitted along with a fee to defray the cost of investigation and processing, as set out in the town fee schedule approved by the Town Council.
(F) The Senior Union County Deputy Sheriff assigned to the town is hereby charged with the duty of investigation if he or she deems it necessary. If the applicant meets his or her approval, he or she shall order the issuance to the applicant of a permit card which shall bear a number, shall contain his or her name, home address, business address, employer, and photograph of the driver, and the driver shall have the permit with him or her at all times and displayed in a prominent place in the taxicab at all times when he or she is engaged in operating or is in charge of a taxicab within the limits of the town, and it shall be the duty of the driver to expose the permit upon the request of any person, at any time.
(G) Taxicab driver's permits shall expire on June 30 of each year. Any person desiring to renew a driver's permit shall file a new application at least 30 days prior to the expiration date.
