No person shall discharge or deposit, directly or indirectly, sewage, industrial wastes or other substances, in such condition, manner or quantity as may contaminate physical, chemical or biological properties of Coal River within the City to such extent as to render such water, directly or indirectly, detrimental to the public health, or unreasonably or adversely affect such water for food, domestic, industrial, agricultural, recreational or other legitimate uses.
