925.06 PERMIT REQUIRED TO DEPOSIT HUMAN EXCREMENT UPON GROUND; FEE; LOCATION.
   (a)    No person shall deposit any human excrement upon the ground, beneath the ground or in the manholes of the City sewer system without first obtaining a permit from the City to do so.
   (b)    The Municipal Utility Commission or its authorized representative is hereby authorized to issue a permit to dump human excrement, as required by subsection (a) hereof, upon the payment of a fee of three dollars ($3.00) for each dumping.
   (c)    Any person holding a permit as required by subsection (a) hereof, may dump or deposit human excrement only at such places as are designated by the Municipal Utility Commission and such persons shall take such precautions, sanitary measures and means as shall be prescribed by such Commission.
   (d)   Subsections (a) through (c) hereof shall not apply to residences and buildings connected to the City sewage system or authorized septic tanks.
