The City Clerk is authorized to set off against and pay to the City Treasurer from sums on hand of the City owed by the City to persons, firms, businesses, corporations, vendors and contractors doing business with the City, which persons, firms, businesses, corporations, vendors and contractors owe sums to the City, or which are indebted to the City, in an amount or amounts owed to the City, in whole or in part, by said persons, firms, businesses, corporations, vendors and contractors doing business with the City.
