103.10 ORDER OF CANDIDATES ON THE BALLOT.
   Except for offices where no more than one candidate has filed or no more than one candidate has been nominated the arrangement of names for all offices on primary and general election ballots shall be determined by lot according to the following provisions:
   (a)    At 4:00 p.m. on Tuesday following the close of candidates filing for nomination for offices to be selected at a primary election, a drawing by lot shall be conducted for ballot positions on the primary election ballot in the City Clerk's office. Notice of the drawing shall be given on the Statement of Candidate and no further notice shall be required.
   (b)    At 4:00 p.m. on the day after the results of the primary election have been certified, a drawing by lot shall be conducted for ballot positions on the general election ballot in the City Clerk's office. Notice of the drawing shall be given in the order certifying the election and no further notice shall be required.
    (c)    Should the day for the drawing of lots prescribed herein fall on a Saturday, Sunday or holiday, the drawing shall be held on the next regular business day in the City Clerk's office.
   (d)    The position of each candidate within each office division shall be determined by the position drawn for that candidate individually. Provided, that if fewer candidates file for an office division than the total number to be nominated or elected the vacant positions shall appear following the names of all candidates filed or nominated for that office.
