103.03 REGISTRATION ON ELECTION DAY.
   The receiving election clerks appointed by Council as provided in this article to serve in each precinct or voting place shall on a primary election day be ex officio Municipal registrars and shall on such primary election day register the name of any person who is a qualified voter in such Municipal election as a member of a qualified party of the City. Such registration shall be upon forms prescribed by the City Clerk and the voter once registered as a member of a qualified party of the City shall be entitled to cast his ballot in the Municipal primary election for the candidates of the party with which the voter is registered.
