§ 10.20 AUTHORITY TO CONDUCT PUBLIC HEARING.
   The City Council is hereby authorized to hold any public hearing otherwise delegated to the City Planning Commission pursuant to the City Code in the event the Planning Commission is unable to hold such public hearing in a timely manner.
