§ 51.42 LOCATION OF STOP BOXES.
   (A)   Prior to submitting building plans and permit applications, the builder shall review city plans to determine the as-built locations of the water and sewer main connections in relation to the lot.
   (B)   Curb stop boxes generally shall be installed in a location outside of bituminous and concrete areas. The curb stop shall be placed at the edge of the right-of-way. Backfilling shall not be completed until the installation has been inspected and approved by the city.
   (C)   If the plans indicate the curb stop box will be located in bituminous or concrete area, and the bituminous and concrete areas can be relocated, then the builder shall move the location of the bituminous or concrete area to avoid placement with the curb stop box.
   (D)   If the bituminous and concrete areas cannot be practically relocated, the builder shall notify the Zoning Administrator and shall request amendment of the plans to allow construction of the bituminous and concrete areas in the requested location. If such request is approved by the Zoning Administrator, then the curb stop box shall require the installation of a Neenah frame and casting R-1914B, Ford A-l, or locking equal approved by the city, as set forth in the city's engineering design standards. The builder shall reimburse the city for all administrative cost incurred in this review process.
   (E)   In the event a water service requires repair and the repair work requires the removal of bituminous, concrete, private irrigation systems, or other landscaping features, the property owner shall be responsible for completion and costs of any restorative work, including replacement of bituminous, concrete, irrigation system components, or any other landscaping features removed or damaged by the city in conducting the repair.
