Before work is commenced on the construction of a swimming pool or special purpose pool, or any alteration, addition, remodeling, repair or other improvement to a swimming pool or special purpose pool in excess of the value of $500, 2 sets of plans and specifications and pertinent explanatory data shall be submitted to the City Building Inspector for approval relative to design, operation and maintenance insofar as health and safety features are concerned.
