(A) All pools, with the exception of portable swimming pools, shall be completely enclosed by a fence or wall of the non-climbable type, so as to be impenetrable by toddlers, afford no external handhold or footholds, and be a minimum of 4 feet in height.
(B) All outdoor fence openings or outdoor points of entry into the pool shall be equipped with self-closing and self-latching devices which shall be no less than 3 ½ feet in height. The opening between the bottom of the fence and the ground or other surface shall not be more than 3 inches.
(C) All pools shall have either a fence as described in divisions (A) and (B) or a latchable cover. The cover should be constructed of material impenetrable by toddlers and subject to inspection by city inspectors.
(D) The walls of any pool or special-purpose pool, regardless of their height, shall not qualify as a safety fence.
