§ 151.82  SUBDIVISION AGREEMENT.
   Prior to the approval of the final plat by the Council, the owner or subdivider of the land covered by the said plat shall execute and submit to the Council an agreement, binding on his or her or their heirs, personal representatives and assigns, including:
   (A)   A provision that no private construction will be made on said plat or no building permit shall be filed for such construction until all improvements required under this chapter have been made or arranged for in a manner approved by the Council;
   (B)   A listing or schedule of when and what improvements shall be required as recommended by the Planning Commission and approved by the Council;
   (C)   A certification by the Clerk or City Engineer that the improvements, agreements, and documents meet the minimum requirements of all applicable regulations;
   (D)   A provision containing all conditions, if any, imposed by the Council upon approval of the final plat;
   (E)   A provision outlining the procedure or alternative to be utilized in the financing of required improvements in accordance with § 151.83.
