(A) Membership. The City Planning Commission shall consist of 5 members. One of the members, but not more than 2 of the members, may be Council members. Two alternate members may be appointed by the City Council in addition to the 5 regular members. An alternate member may serve as a voting member of the Planning Commission for an absent regular member, subject to a maximum of 5 voting members. The members and alternate members of the Planning Commission shall be appointed by and may be removed by the Council.
(B) Term, vacancies, oath. Of the members of the Commission first appointed, 1 shall be appointed for a term of 1 year, 1 for a term of 2 years, 1 for a term of 3 years, and 1 for a term of 4 years. Their successors shall be appointed for terms of 4 years. Both original and successive appointees shall hold their offices until their successors are appointed and qualified. Alternate members shall be appointed for a term of 1 year each. Vacancies during the term shall be filled by the Council for the unexpired portion of the term. Every appointed member shall, before entering upon the discharge of his or her duties, take an oath that he or she will faithfully discharge the duties of his or her office.
