(A) Committees. The Council may create such committees, standing or special, as it deems necessary. The Mayor shall appoint the members and the committee shall appoint the Chairperson of any committee created by the Council.
(B) Membership. The Council shall establish the number of Council members who shall serve on each committee at the time of the committee's creation. Each committee member shall serve as appointed and may be removed from the committee by a majority of the members of the Council without cause. If a committee member is absent for 3 or more committee meetings within the calendar year without a valid excuse by the committee Chair, the absent committee member shall be removed by the Council. If the committee does not provide otherwise, committee meetings shall be held at the call of the Chairperson.
(C) Referral and reports. Any matter brought before the Council for consideration may be referred by the presiding officer to the appropriate committee or to a special committee appointed by him or her for a written report and recommendation before it is considered by the Council as a whole. Each committee shall act promptly and faithfully on any matter referred to it.
