§ 72.01 NO PARKING, STOPPING OR STANDING ZONES.
   (A)   Pursuant to M.S. § 459.14, Subd. 6, the city hereby makes the presence of any motor vehicle on any street or public area regulated by city ordinance, when stopped, standing, or parked in violation of any such ordinance, prima facie evidence that the registered owner of the vehicle committed or authorized the commission of the violation.
   (B)   (1)   The City Council may, by resolution, designate certain streets or portions of streets as no parking or no stopping or standing zones, and may limit the hours in which the restrictions apply.
      (2)   The City Clerk shall maintain a register describing the areas designated as no parking zones on file in the city records for inspection by the public during regular City Hall business hours.
      (3)   The City Maintenance Department may mark by appropriate signs each zone so designated.
   (C)   Except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control device, no person shall stop or park a vehicle in an established no stopping or standing zone when stopping or standing is prohibited.
   (D)   No vehicle shall be parked in a no parking zone during hours when parking is prohibited except that a vehicle may be parked temporarily in such zone for the purpose of forming funeral processions and a truck may be parked temporarily between the hours of 8:00 a.m. and 5:00 p.m. of any business day for the purpose of loading or unloading where access to the premises is not otherwise available.
