This title is enacted pursuant to M.S. § 471.62 and other applicable laws of the state. The purpose of this title is to provide uniform rules for the regulation of traffic and the operation of vehicles upon the streets, highways and private roads in the city in conformity with those rules applicable to the streets and highways of the entire state.
