After obtaining authority from the circuit court of Bureau County the city may proceed to demolish or repair any such building and the cost of such demolition or repair incurred by the city shall be recoverable from the owner or owners of such real estate, said cost being a lien upon the real estate. This lien is superior to all prior existing liens and encumbrances, except taxes. The city clerk shall be directed to file a lien within sixty (60) days after such repair or demolition for the cost and expense incurred by the city in the office of the recorder of deeds of Bureau County.
