Any person adjacent to and along the existing municipal water main and sewer main who desires a service connection to said water main and sewer main or to replace an existing water main or sewer main shall file a written application therefor with the city clerk giving the location of the premises to be served and the size of the tap to be made and the use to which the water is to be put; said application shall be accompanied with the proper amount of money in payment for said service connection as herein provided, provided that no water tap and/or sewer tap shall be made until said application has been approved by the Spring Valley city council.
