If the rates or charges for such services are not paid within twenty (20) days after the rendition of the bill for such services, such services shall be disconnected without further notice and shall not be reinstated until all past due bills including the penalties thereon are paid in full, together with payment made of fifty dollars ($50.00) to reinstate such service during regular business hours, Monday through Friday between seven o'clock (7:00) A.M. and three thirty o'clock (3:30) P.M. or one hundred dollars ($100.00), if service is reinstated outside of regular business hours, on any weekend or on any holiday.
