7-1-9: ACCESS:
The city and its employees shall have ready access for the purpose of reading, examining, testing and repairing all portions of the Spring Valley municipal water system, and examining and testing the consumption, use and flow of water, and it shall be unlawful for any person to interfere with, prevent or obstruct the city or its duly authorized agent, in his duties hereunder.
If, for any reason, the city employee designated to read said meter is prevented or is unable to make the reading in the usual course of business, then, in such event, it shall be the responsibility of the consumer to record the meter readings on a preprinted card provided by the city, and then mail or deliver said card to the city clerk, or in the alternative, to call the office of the city clerk and orally inform the city clerk of said readings. The city shall be authorized to assess an additional charge of ten dollars ($10.00) to any consumer's account when said consumer fails to return to the city clerk the meter card with the meter reading recorded thereon, or fails to otherwise notify the office of the city clerk within sixty (60) days following the placement of said card on the premises upon which the meter is located.
Each year during the month of May, the city employee designated to read water meters shall read the inside water meter of all consumers having both an outside meter and an inside meter. If, for any reason, the city employee designated to read said water meter is prevented or unable to make the reading on the inside meter during the month of May, it shall be the responsibility of the consumer to record the meter readings on the consumer's inside meter and place readings on a preprinted card provided by the city, and then mail or deliver said card to the city clerk, or in the alternative, to call the office of the city clerk and to orally inform the city clerk of said readings. The city shall be authorized to assess an additional charge of ten dollars ($10.00) to any consumer's account when said consumer fails to return to the city clerk the meter card with the meter reading recorded thereon, or fails to otherwise notify the office of the city clerk within sixty (60) days following the placement of said card on the premises upon which the inside meter is located.
