6-1-18: PART TIME POLICE OFFICER:
   (A)   A "part time police officer" when used herein shall be defined to mean a member of the Spring Valley police department who is employed by the city of Spring Valley for less than one thousand five hundred sixty (1,560) hours in any twelve (12) month period beginning on January 1 of any calendar year and subject to the training requirements for part time police officers as may be promulgated by the Illinois law enforcement training and standards board.
   (B)   The chief of police of the city of Spring Valley shall be authorized to hire part time police officers in order to provide adequate police coverage for the residents of the city of Spring Valley.
   (C)   The chief of police of the city of Spring Valley is hereby given discretionary authority to hire part time police officers as the chief of police deems necessary, subject to the approval of the mayor of the city of Spring Valley and further subject to the authority of the Spring Valley city council to control and limit the number of part time police officers, the salary established for part time police officers and the total hours worked by all part time police officers.
   (D)   All part time police officers shall deem to be at will employees of the city of Spring Valley and their employment may be terminated or their hours diminished at the sole discretion of the chief of police of the city of Spring Valley.
   (E)   All part time police officers hired under the provisions of this section shall complete the training required of part time police officers established by the Illinois law enforcement training and standards board.
   (F)   Any person employed as a part time police officer must meet the following hiring standards:
      1.   Be of good moral character, of temperate habits, of sound health, and physically and mentally able to perform the assigned duties.
      2.   Be at least twenty one (21) years of age.
      3.   Pass a medical examination.
      4.   Possess a high school diploma or GED certificate.
      5.   Possess a valid state of Illinois driver's license.
      6.   Have no prior felony convictions.
      7.   Anyone who served in the U.S. military must have been honorably discharged.
   (G)   All part time police officers employed pursuant to the provisions of this section shall not be subject to any of the provisions contained in section 10-2.1-1 et seq., of the Illinois municipal code 1 and the provisions contained therein for the hiring of full time police officers, discipline of full time police officers and termination of full time police officers shall not apply to part time police officers hired under the provisions of this section.
