The chief of police shall be the commanding officer of the entire force of the city (except the health officer), subject to the rules and regulations prescribed by the council. He shall assign to all policemen under him their different beats or districts, their respective hours of service, and shall see that each officer performs his whole duty, according to law and the ordinances.
